Northeast China introduces new regulations on airline maintenance management to establish a solid foundation for civil aviation safety operations

In order to further standardize the maintenance work of civil aviation routes, strengthen the implementation of the main responsibility for safe production, and prevent unsafe incidents caused by human factors in aircraft maintenance, the Northeast Administration of Civil Aviation recently officially issued the revised "Administrative Measures for Route Maintenance in Northeast China", which comprehensively regulates the route maintenance work in Northeast China from multiple aspects such as organization and implementation, unit responsibilities, personnel management, and risk prevention and control. It will be officially implemented from the date of issuance.

It is reported that this approach is based on laws and regulations such as the "Production Safety Law of the People's Republic of China", "Regulations on the Administration of Civil Aviation Safety", and "Certification Rules for Civil Aircraft Maintenance Organizations". It applies to all units engaged in route maintenance and support work for CCAR-121/CCAR-135 operators in the Northeast region. It clarifies the three-tier management responsibilities of the Administration, the Regulatory Authority, and the maintenance and support units. The Administration is responsible for the preparation, revision, and guidance of the approach, the Regulatory Authority is responsible for daily supervision and inspection, and the maintenance and support units implement the main responsibilities.

In terms of the responsibilities of maintenance and support units, the measures have put forward several rigid requirements. It requires all units to improve maintenance procedures, fulfill statutory self-inspection obligations, establish a working mechanism for discussing and evaluating risk control measures before shifts and conducting post-shift reviews and summaries, and enhance the risk perception ability of frontline personnel. For non-CCAR-145 licensed units, it is required to designate leaders at or above the company-level deputy general manager level to be responsible for maintenance production safety, establish a quality management system, regularly conduct self-quality audits and statutory self-inspections, and conduct comprehensive assessments before accepting new entrusted work.

Personnel management and seasonal support are the key contents of the new regulations. The measures specify that all units must strictly implement work hour management for clearance, maintenance, and service personnel, and report data monthly in accordance with relevant standards. The regulatory authority will assess the level of personnel fatigue management and take measures such as inspections and interviews against units that fail to meet the assessment criteria. Additionally, it is stipulated that for personnel with the same qualification, no more than two flights per hour can be arranged for pre-flight and short-stop maintenance, and no more than one flight for post-flight maintenance. Furthermore, the measures require all units to prepare for personnel retraining, equipment maintenance, and aviation material management before seasonal changes in winter-spring and autumn-winter, strictly implement winter anti-icing requirements, and standardize the inspection and image recording of airline maintenance guidance. Industry insiders indicate that the implementation of the new regulations will further standardize the order of airline maintenance in Northeast China, enhance maintenance quality and safety levels, and establish a solid institutional defense for the safe operation of civil aviation.
